A new study evaluates the seismic hazards for the entire Central America, including specific assessments for six capital cities, with the greatest hazard expected for Guatemala City and San Salvador, followed by Managua and San Jos, and notably lower in Tegucigalpa and Panam City.

The study, published in the April issue of the Bulletin of the Seismological Society of America (BSSA), included input from seismic hazard experts from Costa Rica, Guatemala, Honduras, Nicaragua, El Salvador, Panama, Norway and Spain. All seismic experts from Central American countries, except Belize, agree with the study's assessments.

The paper outlines the work carried out as part of the cooperation project named RESIS II, under the auspices of the Norway Cooperation Agency (NORAD), with a contribution of the Technical University of Madrid (UPM). A new regional seismic catalog and a strong motion database updated up to December 2010 have been developed.

A seismogenic zonation has been proposed for the entire region, considering the three tectonic settings (crust, subduction interface and inslab), with zones defined at a national level and coherent at a regional scale, avoiding discontinuities along the national boundaries.

This is the first study developed in Central America at a regional scale this century and the first done in terms of peak ground acceleration (PGA) and different spectral acceleration values for the entire region. The study provides new information that is being considered in the revision of national seismic codes and it is also supported by the Coordination Centre for Natural Disasters Prevention in Central America (CEPREDENAC).

In the end, the bill will be dead on arrival in the Democratic-held Senate, but Republicans say passing their own budget sends an important message for the election.

RSC Chairman Jim Jordan (R) of Ohio said he will back the Ryan busget, though RSC members will also be able to vote for their own, more conservative budget, as well.

For example,?where Ryan?s budget proposes $1.028?trillion in discretionary spending ? that's $19 billion less than the $1.047 trillion cap set in 2011 debt-limit legislation ? the RSC budget cuts discretionary spending back to $931 billion.

?It?s hard to go home to the American people in my district and say, 'Hey, we made some changes here,' and they say ?Well, I looked at the budget, and it's bigger than it was last year,?? said Rep. Tim Huelskamp (R) of Kansas, who opposes the Ryan plan. ?So there?s a real credibility issue if we?re going to follow through on the Ryan budget.?

Tea party sympathizers, rallying around Capitol Hill on Tuesday in opposition to President Obama?s health-care law, agreed that their 2010 revolution has not brought the desired results. In interviews, many said they weren?t seeing enough follow-through on lawmakers' promises like the 2010 Pledge to America, a GOP campaign document that aimed to slash $100 billion from the spending for the balance of FY 2011. Palestinian detainees take on Israel with hunger

Inspired by Palestinian prisoner Khader Adnan, who pressured Israel with a 66-day hunger strike, a growing number of his fellow detainees are launching similar protests.

The tactic appears to be spreading among the thousands of Palestinians held in Israeli prisons, who see themselves battling for their rights with the only weapon they have: "empty stomachs."

Adnan went for more than two months without food before a military court agreed to free him, on April 17, when his four-month administrative detention order ends.

Inspired by his example, 30-year-old Hanaa Shalabi began a hunger strike after her detention in February, reaching her 39th day without food on Sunday.

Across the Israeli prison system, around 30 Palestinian prisoners have followed suit, according to the Palestinian Prisoners' Club, which tracks Palestinian detainees in Israeli jails.

The Israeli prison service puts the number at around 20, a spokeswoman said.

"Consultations are under way at all the occupation's prisons, and while a hunger strike is always individual, there will be a large hunger strike in different Israeli prisons in the next two months," Qaddura Fares, president of the Palestinian Prisoners' Club, told AFP.

"The prisoners in the occupation's prisoner are using the weapon of 'empty stomachs' as a result of increased repression and in the absence of a channel of dialogue with the Israeli side or negotiations with the Palestinian Authority to improve their conditions," he said.

Those involved, according to the PPC's media director Amani Sarahna, are drawing inspiration from the hunger strike protests launched by Irish prisoners in the 1980s, in which 10 people died, including IRA militant Bobby Sands.

"All the messages we have received from prisoners in Israeli jails say that they are following the example of the Irish hunger strikes," Sarahna said.

While prisoners have cited various reasons for their protests, Fares said the current wave began in part when improvements expected in the wake of a prisoner exchange deal last year failed to materialise.

Palestinian prisoners had expected improvements after the exchange, which saw Gaza militants release captured Israeli soldier Gilad Shalit in return for the freeing of 1,027 Palestinian prisoners.

"The exchange deal and the release of Shalit didn't change the conditions of their detention in the occupation's prisons. On the contrary, it got worse," Fares said.

Shalabi was among the 1,027 prisoners freed under the deal, after being held for more than two years without charge, but she was rearrested on February 16.

She says her hunger strike, which has resulted in her hospitalisation in recent days, is intended to protest her imprisonment without charge under a procedure known as administrative detention.

The procedure allows a military court to order a detainee to be held for up to six months at a time without trial or even revealing the evidence against them. The decision can be appealed and an order can only be renewed by the court.

Other detainees are seeking the end of their administrative detention, or to be moved from solitary confinement, and 52-year-old Kifah Hattab is using his protest to call for authorities to grant him prisoner-of-war status.

A former member of the Civil Defence in the West Bank, Hattab began his hunger strike on March 1.

"My husband is on hunger strike to claim his status as a prisoner of war, but he represents dozens of military prisoners held by Israel who are being treated as civilians," his wife told AFP.

She said he had been arrested in 2003 in the West Bank town of Tulkarem and is serving two life sentences for "security reasons."

The prisoners club said Israel is holding some 700 members of the Palestinian security services, along with 27 Palestinian lawmakers, 24 of them from Hamas.

Ahmed al-Hajj Ali, a Hamas MP who was arrested in June last year, began his hunger strike in mid-March to protest being held despite his status as an elected official.

More than 4,700 Palestinians are currently detained in Israeli prisons, including 320 held under administrative detention orders, according to the most recent statistics from the Palestinian prisoners ministry.

WASHINGTON (AP) ? Rick Santorum is falling so far behind Mitt Romney in the race for Republican convention delegates that his best chance to narrow the gap might be in states that voted weeks ago.

Santorum is trying to improve his lot in states like Iowa and Washington, where local caucuses were the first step in selecting delegates to the party's national convention. In those states and a few others, supporters are now preparing for county, congressional district and state conventions, where the campaigns hope to keep their delegates and possibly poach some from other candidates.

Santorum's delegate count could use a boost. He trails Romney by 300 delegates and would need to win 74 percent of the delegates in the remaining primaries to clinch the nomination before the national convention in August.

Finance is fun. Really.

The BC Finance Club is a 40-member tour-de-force of personality and progress. Finance wasn?t studied at SAIS Bologna at the outset 57 years ago. But in recent years it found its home in the curriculum and is now a specialization under the International Economics concentration.

Why? Because finance plays a key role in the global economy, influencing development, environmental management and myriad other issues of interest to SAISers.

What does the Club do? Answer: Lunch & Learns, Field Trips (including a visit to the Ducati factory), meetings with alumni in finance, tailored career services sessions, online stock market games.

Our members explore what finance means in the real word and get a sense of how learning about finance might change their perspective or future career path. The real draw is that we?re able to provide opportunities that just don?t fit into a Finance class.

The Finance Club is lucky to have the support of Prof. Roger Leeds, whose classes make up the Finance foundation for all SAIS Finance students. At our last meeting he was MC for a a showing of the movie ?Inside Job?. Nearly 50 students attended (not in the least lured by pizza and beer). The movie, based on the 2008 financial crisis, was followed by a Q&A session with Prof. Leeds.

The Q&A lasted until the school closed for the night -- and then continued at a local osteria.

We plan to join the Finance Club in DC, and we hope the next group of bolognesi continue the tradition in SAIS Bologna. I mean, why not? Ridiculously popular, lots of fun, and incredibly informative.

MOST cancers are equal-opportunity killers. Some, though, are perforce sex-specific. Breast cancer is rare in men. And prostate cancer is obviously absent from women. Recent
years have seen a plethora of new drugs-starting in 1998 with Herceptin-for treating breast tumours that are threatening to get out of control. No such breakthrough has happened with prostate cancer. Though easily treated if caught early, late-stage prostate cancer is serious and often fatal. But that may be about to change.
Better understanding of the biology of the disease, and particularly of the role of testosterone in promoting it, has stimulated a new era of drug development, reminiscent of the revolution that ushered in Herceptin. These novel treatments, which are now undergoing clinical trials, were one of the main topics of conversation at the Congress of the European Association of Urology, which took place in Paris on February 24th-28th.

Some of the therapies discussed remain conceptual almost to the point of fantasy: a genetically engineered virus that could destroy prostate-cancer cells from within, for example. Several, though, are already available, or are just about to be.
Cabazitaxel, made by Sanofi, a French firm, is one. It is a relative of taxol, a drug used to treat breast and ovarian cancer. It works by preventing the formation of structures called microtubules, which pull the chromosomes apart in dividing cells (such as cancer cells). It was approved for use in 2010 after trials showed that it could prolong the lives of men with late-stage disease. A second drug, abiraterone, made by Johnson & Johnson, an American company, was approved in 2011 after a trial was stopped because it had been so successful that the organisers deemed it unfair on those in the control group that they were not receiving the medicine too.
Abiraterone works by interfering with an enzyme involved in the production of testosterone. Crucially, it does so in all testosterone-producing tissues, particularly including the adrenal glands, not just the testes. A common change that occurs when prostate cells turn cancerous is that they become extremely sensitive to testosterone-so much so that late-stage prostate cancer is often referred to as being "castration-resistant", because even that drastic testosterone-reducing treatment cannot halt it. But abiraterone can.

Testosterone poisoning

Cutting off the testosterone supply is not, however, the only approach possible. MDV3100, made by Astellas, a Japanese firm, and Medivation, an American one, reduces the cancer's sensitivity to what testosterone is already there. This drug, not yet approved for prescription, works by gumming up testosterone receptors on the cancer cells' surfaces, so they cannot react to the hormone. It also cuts the lines of communication between any receptors which are still activated and the cell nucleus, so that the nucleus cannot take instructions from the hormone.
A fourth drug, alpharadin, developed by Algeta, a Norwegian firm, has a completely different mechanism of action. It works not on the primary cancer but on one of its most dangerous consequences, secondary bone tumours. Ironically, its active ingredient is radium, a substance more usually thought of as a cause of cancer than as a treatment. But one reason radium is dangerous is that, as a glance at the periodic table will show, it is chemically similar to calcium, a principal ingredient of bone. It therefore gets absorbed by bones if ingested, rather than being excreted.
Algeta's researchers have exploited this to produce a drug that is taken up by bones. In someone who already has cancer that is a good thing, because the radiation produced kills the cancer cells, and the drug gets concentrated where it is needed most.
It sounds desperate, and it is. But it seems to work. A trial at the Royal Marsden Hospital, in London, was stopped last year for the same reasons that the abiraterone trial was stopped: the treatment was too successful to deny it to the control group. Alpharadin is now, therefore, awaiting approval by the authorities.
The final proven approach to castration-resistant prostate cancer is a vaccine. This is not a prevention, in the way that most vaccines are, but a treatment for existing disease. Sipuleucel-T, as the vaccine in question is known, is made by Dendreon, an American firm. The starting point is a culture of human dendritic cells. These are part of the immune system and, if suitably treated with a substance called a fusion protein, can be used to make prostate-cancer cells vulnerable to immune attack.
Sipuleucel-T's main drawback is that each treatment has to be handcrafted to the individual receiving it, using dendritic cells from his own body. This is hugely expensive-almost $100,000 a course. That is a sum which insurance companies and government health services might understandably be reluctant to fork out.

Cost, indeed, is a consideration for others among the new anti-prostate-cancer treatments. Britain's National Institute for Health and Clinical Excellence, which assesses the cost-effectiveness of new medicines that might be paid for by the country's National Health Service, reckons, for example, that abiraterone is too expensive to justify the extra months of life it brings. But Herceptin, too, was subject to scrutiny about its cost at the beginning. Now Herceptin treatment is routine, and many women's lives are the better (and longer) for it. With luck, in a few years' time, men will be able to say the same.?
